Digital X 3.0

Human security, encompassing freedom from fear, want, and threats like poverty, violence, and environmental degradation, intersects profoundly with human dignity, which upholds individuals' autonomy, privacy, and right to participate fully in society.



Digital public goods and other innovative solutions in identity systems, payment platforms, government-to-people (G2P) payments, and carbon registries are transformative enablers that safeguard these principles by democratizing access, reducing vulnerabilities, and fostering inclusion, particularly in low- and middle-income countries globally. ​



This edition of Digital X 3.0 is focused on empowering human security by matchmaking individuals, communities and countries with innovation, re-usable and future-ready solutions.

DIMENSIONS OF
HUMAN SECURITY

Digital public goods create interconnected ecosystems that amplify human security and dignity across these seven areas, countering digital divides and power imbalances globally. Their success depends on rights-centered implementation to avoid harms like data breaches or exclusion, requiring open governance and ethical standards.

#1 Economic Security

Economic security ensures assured basic income, employment, and protection from poverty, enabling financial autonomy and resilience against economic shocks. This fosters equitable growth and dignity by empowering individuals to meet their needs and participate in society without dependence, a critical need in both developing and developed nations facing economic disparities.

Mojaloop: Open-source software for interoperable digital payments, aiding unbanked access.

#2 Food Security

Food security guarantees access to nutritious food and protection from hunger, ensuring survival, health, and sustainable livelihoods. It prevents conflicts over resources and supports dignity by enabling communities to thrive, a universal concern amid climate change and population growth.

AGRIS Open Data Set: Catalogue of agricultural literature for evidence-based farming.

#3 Health Security

Health security protects against diseases and ensures access to care, reducing mortality and enabling productive lives. This enhances dignity by affirming the right to well-being and supports human security by mitigating health- related vulnerabilities, a global priority given pandemics and aging populations.​

GNU Health: Ecosystem for health management and nationwide systems.

#4 Environment Security

Environmental security safeguards against natural disasters and degradation, preventing displacement and resource wars. It upholds dignity by ensuring a habitable world and supports human security through sustainable ecosystems, a pressing issue amid global climate crises.​

DPG Example:

National Carbon Credit Registry: Toolkit for carbon trading and emissions tracking.

#5 Personal Security

Personal security protects against violence, crime, and threats, fostering trust and freedom. This enhances dignity by ensuring safety and autonomy, a universal need in regions affected by conflict or crime.​

DPG Example:

One Roof: Housing app for refugees in emergencies. ​

#6 Community Security

Community security protects against inter-group conflicts and promotes social cohesion, reducing discrimination and fostering inclusion. This upholds dignity by strengthening social bonds, a global imperative in diverse and polarized societies.​

DPG Example:

OpenSPP: Social protection system for assistance programmes.

#7 Political security

Political security protects human rights and freedom from repression, enabling participation and accountability in governance. This fosters dignity by affirming individuals' voice and agency, a universal right in democratic and authoritarian contexts alike.​

DPG Example:

MOSIP: Modular platform for national digital identity, supporting voter registration. ​
