Democracy is under growing pressure around the world due to political polarization, declining trust in institutions, low voter turnout, and rising misinformation, leaving many people feeling disconnected from decision making, especially at the local level where daily life is most affected. Traditional participation processes often involve only a small and unrepresentative portion of the population, while groups like young people and migrants are largely absent, which increases political inequality and weakens both the quality of participation and its outcomes. To address this, Consul Democracy provides a scalable digital infrastructure that helps governments and citizens engage in transparent, inclusive, and effective democratic processes, focusing on local governments, citizens who are typically overlooked by traditional methods, and civil society organizations that promote dialogue and cooperation between people and institutions.
Consul Democracy is an open source digital participation platform that allows governments and civil society to involve citizens in transparent and structured democratic processes through tools like debates, citizen proposals, participatory budgeting, collaborative legislation, and voting. It is modular, customizable, and scalable, enabling governments to tailor participation features to their needs. The platform ensures transparency by documenting every decision step, is vendor independent with no licensing costs, and is supported by an active global community that drives its continuous development. Its decentralized model includes local partners and certified companies who help implement and adapt the platform, with new features like an AI Assistant emerging directly from the needs of local authorities.
To bridge the digital divide, Consul Democracy works closely with local partners and governments to ensure that all citizens can participate meaningfully, regardless of their access to technology. The solution uses hybrid participation models that blend digital tools with offline events like meetings and workshops, so that in-person and online engagement complement each other. It is designed to be mobile friendly, accessible on low-bandwidth connections, and available in multiple languages to reach diverse communities. Additionally, the solution supports public access points such as libraries and community centers, which provide spaces and equipment for citizens without their own devices, making democratic participation truly inclusive.
Consul Democracy is expanding with a new open-source Civic Assistant powered by large language models, developed with partners and funded by the Google Impact Fund. Running from 2025 to 2027, this project will add AI features like voice input, real-time translation, and smart proposals to make participation more inclusive, especially for youth, migrants, and low-income groups.
